Holding a Convention in the Times of Social Distancing

We are two days away from the start of the 2020 Democratic Convention.  We already know that some things will be different from the norm.  We will not have a full arena with delegates hearing presentations on committee reports during non-prime time hours.  To the extent that these matters have to be done, they are being done remotely.

But the real issue is how to handle the prime time speeches.  A speech delivered in front of a large arena will typically have natural applause lines and some “call and response” with the audience.  Signs are passed out in advance to the audience to create the perfect message during any crowd shots that the networks might choose to cut to.  None of that will happen this time.  But the natural temptation is to still have the same type of speeches.  Just presented live from a room with a small, socially-distanced audience.  But such speeches will not have the same power that they did when presented to a crowded, loud, vocal arena audience.

The change in format creates the real possibility to try something different.  Perhaps, rather than a stump speech format delivered at a podium, speakers could do a homey sit-down chat.  Or, you could do a pre-taped speech with cuts from the speaker to visuals that emphasize the speaker’s point (e.g., while discussing the ineptitude of the Trump Administration, showing photographs of Puerto Rico after Hurricane Maria).   Or you could have your “name speaker” introduce some testimonials from real people followed by a short summary from the “name speaker” of why electing Joe Biden will change these people’s lies for the better.  In short, the type of presentation that would never work in a crowded arena, could work when the convention is occurring virtually. Biden to give acceptance speech in Delaware

Well, hopefully they give Milwaukee the convention in 2024. Word is that only Wisconsin Dems will be in Milwaukee in 2 weeks.

Meanwhile, after giving up on both Jacksonville and Charlotte, Trump has, of course, floated giving his acceptance speech from the White House, which, of course, is totally improper, and likely illegal.

The VP Pick is?

According to the latest news, future president Joe Biden will be announcing his VP pick during the upcoming week.  (At the latest, it would be the following week with the virtual convention scheduled to start on August 17.)  As I noted two months ago, there are two things that go on behind the scenes which make guessing the name a fool’s errand — skeletons in the closet and personal compatibility.  Simply put, even if we knew what Joe Biden wanted in a candidate, we would not know what the vetting of the potential candidate revealed and among the three or four candidates who meet the wish list of qualities and survive vetting we would not know which one will “click” with Vice-President Biden.   But the third factor — political considerations — is something that we can talk about.

There are three aspects to political considerations:  1) the status quo (what the current state of play is in the race); 2) a guess about November (regardless of where things are now, what states will be in play in November); and 3) what are your goals for the next four years (how will the pick help your administration).  On the third consideration, it is always possible to pick a running mate that you will keep mostly on the sidelines (see Dan Quayle), but most recent presidents have wanted somebody who would be able to handle some of the heavy lifting after the election.

The reality is that most VP picks have limited impact on the political equation.  They may make a marginal difference in their home state, but, as long as they are generally qualified, they tend to disappear into the background over the campaign with people ultimately voting based on the presidential candidate.  But the VP pick does say something about the judgment of the presidential campaign and their vision for their administration.  So here are the basic questions that the campaign has to answer. Dems move Milwaukee convention to convention center, delegates need not travel

It will be the first Democratic convention in a convention center since 1984 in San Francisco, and the first major party convention in a convention center since the GOP in San Diego in 1996:

The Democratic National Convention will move out of Milwaukee’s professional basketball arena, and state delegations are being urged not to travel to the city because of concerns about the coronavirus pandemic, party officials said Wednesday.

GOP moves main convention activities to Jacksonville

Trump gets his unmasked convention:

The Republican National Committee announced Thursday that President Trump’s renomination speech and other convention festivities will move to Jacksonville, Fla., from Charlotte, after the original site refused to go along with Trump’s demands for a crowded large-scale event amid the coronavirus pandemic.

Thursday’s official announcement caps off an extraordinary search for a last-minute convention site after Trump tweeted on Memorial Day that he wanted to move the convention to a city that would allow him speak in a fully filled arena. GOP targeting Jacksonville for Trump 2020 convention speech

Republican Governor? Check. Republican Mayor? Check. What’s not to like:

Republicans expect to move their national convention from Charlotte, N.C., to Jacksonville, Fla., a shift planned after President Trump told officials in North Carolina that he did not want to use social distancing measures aimed at halting the spread of the coronavirus, according to three senior Republicans.

The decision could change, the Republicans cautioned, but as of now, officials are on track to announce the new location as early as Thursday. Continue Reading...

GOP looks to split convention activities

Because President Trump requires the a full, non-mask wearing, packed to the rafters, convention, GOP convention organizers are scrambling:

Now, after a high-stakes and public feud with Democratic officials in a state he won four years ago, Mr. Trump and the Republican National Committee are moving to largely shift convention proceedings, including the president’s acceptance speech on the final night, out of Charlotte. After a call with the R.N.C., state chairmen officially told delegates that they should hold off on purchasing airline tickets to Charlotte for the late-August event.

…And the R.N.C., for now, is hoping to soften the blow to business owners in North Carolina by blaming the governor and trying to still keep a portion of the events in the state. Continue Reading...

NC: No Packed convention; GOP: Hello Nashville, how’s it goin’?

The feud between North Carolina and the GOP over the 2020 GOP convention continued today. NC Gov. Roy Cooper made it clear, a normal convention isn’t happening in Charlotte:

“The people of North Carolina do not know what the status of COVID-19 will be in August, so planning for a scaled-down convention with fewer people, social distancing and face coverings is a necessity,” Cooper wrote in a letter to the Republican National Committee.
